The Right Here, Right Now Human Rights Climate Commitments (HRCC) were inspired by the Universal Declaration of Human Rights and other human rights instruments. The framework is being shepherded by the United Nations Office of the High Commissioner for Human Rights, University of Colorado Boulder Distinguished Law Professor James Anaya, former United Nations Special rapporteur on the Rights of Indigenous Peoples, with input from subject matter experts around the world.
The HRCCs propose commitments for four sectors: UN member states, subnational governments, businesses, and institutions of higher education. The proposed commitments relate to several areas including climate targets, planning and cooperation, and monitoring and reporting. All sectors are called upon to work to prevent the negative human rights impacts of climate change as well as any such negative impacts arising from climate mitigation and adaptation efforts.
The first edition of the HRCC’s was unveiled at the United Nations Human Rights – Right Here, Right Now Global Climate Alliance press conference on December 8, 2023 at COP28 in Dubai, UAE. An invitation was extended to all duty bearers to review and provide comments by September 1, 2024.
After a review process, UN member states, subnational governments, universities, and businesses, will be asked to sign onto the HRCC’s at COP29 in Baku, Azerbaijan. All pledges will be independently verified for compliance, with the results made public.

At the United Nations Climate Change Conference (COP 27) in Sharm El-Sheikh, Egypt, the Right Here, Right Now Global Climate Alliance and United Nations Human Rights held a press conference to announce the creation and launch of a groundbreaking initiative for rights-based climate action, the Human Rights Climate Commitments.
The goals and objectives of the Human Rights Climate Commitments was outlined at the press conference, and a pledge to unveil the first edition of the policy document at COP28 in Dubai was made.
